Q: What is Design - Build?

A: "Design - Build contracting" means a method of project delivery whereby a single entity is contractually responsible to perform design, construction, and related services.

Q: Why is VTrans using Design - Build?

A: 19 V.S.A. Chapter 26 provides the legal basis allowing VTrans to utilize the Design - Build method. It charges VTrans with identifying projects as candidates for design-build.

Q: Who do I talk to at VTrans if I have questions about a Design-Build project

A: It is important you contact the identified Point-of-Contact (POC) for that particular project. Each Design-Build Project will have a POC.

Q: Can I find the RFQ Packet on-line?

A: Yes. VTrans is offering all Design - Build RFQ documents online, via our FTP system. You must have an FTP account for Contract Administration, and you must request access to the files for the specific RFQ you are interested in.

Q: I am interested in bidding on a specific Design-Build Project, but I cannot find the RFP. Where is it?

A: It may not be available. If the RFP is limited to shortlisted firms (selected from the responses submitted to the RFQ) it will not be available for bidding by any firm who was not shortlisted.

Q: Do I have to wait for an RFQ to be advertised to request an FTP account?

A: No, you can request an FTP account at any time by visiting our FTP page and completing the form.

Q: Do I have to use FTP, or can you email the files to me?

A: VTrans will not email the files. Please use the FTP system.

Q: Can my firm have more than one FTP account?

A: No. Each firm may have one Contract Administration FTP account.

Q: We have an FTP account and I can not find the files, now what?

A: Having an FTP account will not grant you access to all RFQs. You must request access to each RFQ in order to be allowed access to those files.

Q: Where can I find other Vermont State Bid Opportunities?

A: There are a variety of sources you can look into. The most comprehensive is Vermont Bid Opportunities System, a resource that provides bid opportunities available through Vermont based federal, state, local governments and from private sector purchasing organizations. Also, the Department of Buildings and General Services has an on-line list of bids.
