Employment Diversity in Highway Construction (EDHC)

What is EDHC? A collection of Equal Employment Opportunity affirmative action programs with a primary objective to increase the training and employment opportunities for women, minorities and disadvantaged individuals who are working in, or are interested in working in, the highway construction industry.

We will work with you to:

  • Identify your interests, needs, and goals for working in highway construction, and

  • Find the workforce training, job placement, and supportive services that will help you meet those goals.

Our programs include:

On the Job Training (OJT)

Commercial Driver Training (CDL) Funding

Highway Construction Training Subsidies

For the purpose of diversifying the workforce in highway construction, the term "minority" refers to both women of any ethnicity and men of any ethnic group that have historically faced discrimination or systemic socio-economic disadvantage, so much that there is a noticeable lack of diversity in the industry. The programs are funded by the Federal Highway Administration and are a direct result of the Civil Rights Act of 1964, for the purpose of advancing non-discrimination and creating equal opportunity.
