Brief Project Description: Quantification the interrelationships among 1) winter/storm severity, 2) snow and ice control performance, and 3) snow and ice control costs will enable VTrans to better assess the cost-effectiveness of winter maintenance activities, and understand the underlying causes in season-to-season variability in costs, and communicate VTrans’s level of success meeting customers needs for safe travel.
