The function of the Material Testing & Certifications Section within the Construction & Materials Bureau is to ensure only quality materials are incorporated into the work. The Material Testing & Certifications Section provides acceptance testing at our AASHTO Accreditation Program (AAP) accredited laboratories in Berlin and provides sampling and testing oversight at bituminous and Portland cement production facilities. The Independent Assurance (IA) Unit provides an unbiased and independent evaluation of the Agency's Acceptance Program as identified in the Agency’s Quality Assurance Program (QAP).
