Colin Judge, P.E., Construction Environmental Engineer

The Construction Environmental Engineer ensures that Agency administered construction projects are in compliance with environmental regulations and specifications and that projects are designed and permitted to minimize impacts to resources, to foster positive working relationships with regulating entities, while maintaining project constructability. The Construction Environmental Engineer works to improve the Agency’s overall consistency and efficiency in matters related to erosion prevention and sediment control, environmental regulations, and industry standards.

Staff provide guidance and technical expertise to Agency Construction Resident Engineers and contractors by attending scheduled project meetings and ad-hoc field site visits, and to project Designers through review of plans at various phases of development. Staff serve as a resource to other Sections within the Agency, act as a liaison to federal and state regulating entities, and serve as members of internal and inter-Agency committees. They develop policy and specifications that incorporate the most effective erosion prevention and sediment control protocols, practices, and products.
